Democratic gubernatorial nominee Abigail Spanberger says she would “absolutely not” support President Donald Trump’s “One Big Beautiful Bill,” a sweeping federal package with implications for Virginia’s tax policy, health care, and immigration enforcement. Gov. Glenn Youngkin recently signed on to a letter expressing support for the bill.

The more than 1,100-page bill bundles together key Trump proposals, including permanent tax cuts, stricter immigration enforcement and changes to Medicaid eligibility.

“The bill that’s moving through Congress right now, the CBO score has demonstrated that it will have a major impact on increasing the wealth of the top 10% and decreasing the economic prosperity and wealth of the lowest 10% of Americans,” Spanberger said during a press event Wednesday morning.

The Congressional Budget Office said the bill would add $2.3 trillion to deficits over the next decade.

“This landmark piece of legislation embodies your powerful vision to bring about the next great American revival,” the letter that Youngkin signed on to states. “Congress must act to fully and permanently implement your America First agenda for which over 77 million Americans voted.”

Key components of the tax package would make the 2017 Trump tax cuts permanent, increase the child tax credit to $2,500 through 2028, and provide exemptions on tips and overtime pay.

The legislation could potentially change the Medicaid system, such as adding work requirements and making it easier for states to cancel coverage, but these details are fluctuating as Republicans in the House continue to argue over the final package.

“The bill is a massive reconciliation bill that also risks the health care of more than 260,000 Virginians, and is not a bill that is good for Virginia and certainly not good for the United States,” Spanberger said.

The campaign for Republican gubernatorial nominee Lt. Gov. Winsome Earle-Sears did not immediately comment for this story.

Youngkin’s endorsement underscores his continued alignment with Trump as Republicans gear up for Virginia’s 2025 governor’s race. Trump lost Virginia by six points last November.
